New Jersey Project Labor Agreement Law

Beacon Hill Institute: Project Employment Contracts (ASAs) for the construction of public infrastructure have cost New Jersey taxpayers more than half a billion dollars by increasing the costs of government construction projects. They are good for workers and taxpayers. In contrast, when a government entity acts as a “market regulator” and not as a “market operator,” federal labor laws may prohibit imposing a pla requirement on a contractor, since federal labor laws prohibit a national or local government from regulating labor policy with respect to PLA. . . .
