Convinced that there should be an obligation to develop customs cooperation in areas including, but not limited to, the simplification and harmonization of customs procedures, the Parties agree to endeavour to simplify and harmonize their customs procedures, taking into account the work done by international organizations in this context. They also agree to examine ways of resolving any customs difficulties that may arise between them. As a general rule, an AMCEN includes articles relating to areas in which the customs administration concerned supports each other, such as. Β the application of customs legislation, the levying of specific customs duties and other charges, and the verification of the correct classification, valuation and origin of goods. When AMDACs enter into force, they are legally binding treaties, subject to international law and representing a high degree of engagement between the two signatory parties. CONVINCED that the fight against infringements of customs legislation can be made more effective through close cooperation between their customs administrations, the agreements also contain a chapter on mutual assistance in customs matters, which specifies under what circumstances and how customs authorities may exchange data relating to infringements of customs legislation and fraud. . . .
